Todd Ingram was born in Norristown, Pennsylvania, on April 28, 1971, and raised in the small town of Perkasie in Bucks County. After graduating from high school, Ingram went on to earn a Bachelor of Science degree in Accounting from Pennsylvania State University in 1993. Shortly thereafter he heeded the call of the West and, in 1995, enrolled in Denver University's College of Law. Ingram distinguished himself as a law student, serving as an Editor for the Denver University Law Review and authoring an article which advocated for innocent owners of property confiscated by the State. He received his Juris Doctorate degree in 1998, graduating in the top two percent of his law school class.

Ingram then moved to Casper, Wyoming, and served as a Law Clerk to the Honorable William F. Downes, Chief Judge of the United States District Court for the District of Wyoming. He met his eventual wife, Nichole Collier, who is a Casper native and would herself become a highly accomplished criminal defense attorney, during his first stay in Casper. Ingram was recruited by the Civil Division of the United States Department of Justice in Washington, D.C. in 1999, where he would spend four years handling high-profile cases on behalf of the United States. Officials at the Department of Justice routinely sent Ingram throughout the country to settle multi-million dollar personal injury lawsuits. His experience included cases involving brain injuries suffered by children during birth, paralyzing injuries suffered in automobile accidents, and even the alleged murder of several patients by a nurse at a Veterans Hospital.

In 2003, Ingram returned to Casper, Wyoming, to begin a private practice which focused on personal injury, wrongful death, and other business and domestic litigation. One of Ingram's first affiliations was with Bob Schuster and Scott Olheiser in a catastrophic carbon monoxide poisoning case. Ingram was part of the team of lawyers who helped secure a $17.5 million cumulative trial verdict on behalf of the surviving victim and her deceased husband's family. In 2004, Ingram joined the law firm of Clapp & Associates, where he has enjoyed the opportunity to provide his clients with personalized, dedicated representation in diverse areas of the law. Ingram is licensed to practice in all courts in Wyoming and Colorado, and is an active member in the Wyoming Trial Lawyers Association.
